How come I can't boot up my Dell 2400 lacking turning bad my HP PSC 1350 first? Can it be resolved?

When I boot up the PC and I hold the All-in-One turned on, the computer stops half process and waits till I turn it stale before booting the rest of the style up. The computer is a Dell Dimension 2400, and the printer is a HP Print Scan Copy 1350 all-in-one.

How come I can't boot up my Dell 2400 lacking turning bad my HP PSC 1350 first? Can it be resolved?

all i know is that some computers own issues with USB devices. sometimes the HP programs will block the boot decree, and mess up a normal boot. the best solution is freshly to turn off the printer first.
